I have found a few ways to create traffic files for FSX but am at a loss as to which is the best program. Any suggestions on which is best?

There comes a tutorial (pdf file) with it. You can also learn the basics through Internet for example "googling" by keywords "AI Flight Planer youtube". There are many tutorials in youtube too.
