Unknown Monoplane - Circa 1921

Could this be the Dare aircraft of 1921, precursor of the Dare Safety Airplane?

My first thought was that the engine looked German and the Dare aircraft was equipped with a Benz at first.
Also the wing tips seem to be all-moving, no visible "normal" ailerons.
 
Hey Robert, I looked at the Dare but it didn't seem to fit. The overall shape was not quite right to me and they hailed from the midwest. Note the long droopy wing as well.

Also, in Aerofiles it says that the 1921 plane crashed a year after it was first tested. I was thinking that the footage is from this aircraft's first flight? Not sure.
