Well already I see at least one problem. I have SDK installed, but Traffic Tools is not listed on the drop down menu.........
You probably do not have the required entry in the dll.xml file ( located in the
same directory as your fsx.cfg file )
Here is my dll.xml file:

Here is the salient part of that file ,related to the Traffic Toolbox ( NOTE - your path will be different than mine, most likely )

Just change the above code to match the path to YOUR traffictoolbox.dll and insert it into your dll.xml file.
Also, a NOTE on my first post...the reason I didn't see
a carrier when I had the traffic file in my East Cpoast NAS
folder was because I had forgotten to activate that folder.
In fact, traffic BGL's can be located in ANY activated 'scenery'
folder, located anywhere on your system.
I like to keep my organized by rough geographic areas
and have several different scenery.cfg files to enable
only the scenery files for a given geographic area that
I am currently flying in.
NOTE: I had to use zip files since the "CODE" tags did not preserve the
format of the xml statements when I used them to include the file text.
