harbour beacons

I have been placing harbour beacons (red and green) at the entrance to gibraltar harbour; anyone know whether the lights should be flashing or steady? (I know that the red is port side for entering the harbour)

What I read said hat british ports used port (red) on left when entering harbour.

Red, right, returning is only for the USA, international is the other way.

Roger that - a chart of the area would show whether they are flashing or not. fl 4s means flashing every 4 seconds, for example. Who knows what they were in WWII though. SOme places turned these lights off during tactical/wartime situations.
