Apart from Itosans the only one available is an AI version by Sergei Bunevich.

Indeed, I can't remember about any complete Mig-31 for FS...
The only "alternative" would be the freeware Alphasim Mig-25. Not exactely the same plane, but very similar, with a VC and some nice third-party photoreal repaints.
