USA, 1960ish. Same builder also constructed a small biplane and Formula One racer, both of own design.
Sadly the pictured aircraft was lost in a crash 1972.

No Cassutt relationship (AFAIK) . I think the subject aircraft may have been more for aerobatics than air racing.
However, the Formula One racer by the same designer DID strongly resemble a Cassutt.
 
The aircraft is the Lowers B.I.R.D (aka as Bluebird) by Jack Lowers of NC.
Registration N591T, Completed 1964 and lost in fatal crash 15 June 1972 (NTSB)
