This one is for the specialists. I think it qualifies for the forum, it left the ground under own power and in controlled flight.
Examples of such VTOL test rigs were built in at least 5 countries. Which one is this?
 
Right, this one is powered by a Briggs & Stratton engine no doubt.

Well everything screams America here - general configuration, tail shape, loud paint job (what is that tail motif ?). But the fact that Moses hasn't pounced on it may be significant (?) The strutting and gear are very similar to the Inland Sport series but this looks a lot bigger and that tail ain't right. Hmmm......
